A mobile concrete crusher that turns demolition waste
into saleable recycled aggregate, with the numbers of a delivered project.

Jan Cosmin Murgulet has run Victoria Unic since 1991, a construction company with 21 employees and coverage across Romanian Moldova. He had full authorization for construction-waste management, but not his own processing equipment. The decision: to open a vertical revenue line in CDW recycling. He evaluated a whole range of suppliers and chose us for a concrete combination: a clean fiscal structure through a VAT-free intra-community acquisition, the established Barford brand, and access to manufacturer stock in Scotland for delivery in 50 days.

A construction company from 1991 adds a vertical revenue line in CDW recycling.

Unlike most of our projects, the Victoria Unic story doesn't start from an acute problem. The company was doing well, was profitable and had solid relationships with its clients: municipalities in the Moldova region, contractors who need an ecological score in public tenders, plus private clients doing demolitions of apartments or houses.

What founder Jan Cosmin Murgulet observed was a business-model opportunity: he already had full authorization for construction-waste management, worked daily with generators and consumers of rubble, but his own processing equipment was missing. Crushing was subcontracted or avoided — meaning a potential margin was being lost along the way.

The decision was to integrate processing vertically: his own mobile crusher, capable of being moved to demolition sites, that turns rubble directly into usable 0–63 mm recycled aggregate. A new revenue line, without cannibalizing the existing one, with a positive impact on the ecological score in tenders with municipalities.

The best fiscal structure · VAT-free intra-community acquisition

The decisive commercial differentiator. We were able to deliver the crusher through a company in the UZINEX group directly as an intra-community acquisition from Scotland, with no VAT at the moment of purchase. For a client who had evaluated a whole range of suppliers, the fiscal structure mattered as much as the technical specs. Healthier cash flow over the first months, with no capital locked in recoverable VAT.

Not an obscure brand. Barford is one of the established British brands in tracked mobile crushers, with a solid history on the European CDW-equipment market. For an investment of this scale, Jan Cosmin wanted a manufacturer with a reputation, available spare parts and an operator community. The Barford 750J RS is their reference model on the 700 × 500 segment.

Many suppliers quoted 6–9 months for a mobile crusher of this capacity. We had access to the Barford production stock in Scotland and delivered within 50 calendar days of signing the order, including intra-community transport and commissioning preparation. For a client who wanted to enter a new revenue line quickly, speed was critical.

An honest note. On the mobile-crusher segment, the Romanian market has dozens of suppliers, many with brands comparable on technical specs. The rare differentiator is the combination of a clean fiscal structure plus an established brand plus real availability in months, not quarters. That's where we won.

05 / How to choose · jaw, impact or cone crusher

You choose the crusher type by what goes into it, not by what you want out of it.

This is the mistake we see most often in companies buying their first crusher. People start from the grading they want at the output and end up with a machine that is wrong for their actual material. The correct order is the reverse: look at what you have at the inlet, how dirty and how heavily reinforced it is, and only then discuss the fraction. On demolition rubble, where rebar is unavoidable and the composition changes from one day to the next, the answer almost always starts with jaws.

The choice in this project
How it works
Two jaws, one fixed and one oscillating, crush the material by compression. Reduction happens mechanically, at high pressure and low speed.
Suited to
Primary reduction on mixed rubble, reinforced concrete, brick and quarry stone. The default choice when the input is inconsistent and contains rebar.
Where it loses
A less cubic grain, with more elongated particles. It will not produce fine grades without a secondary stage.
Metal tolerance
Tolerant. Rebar passes through the chamber without major damage, and the reversible jaw allows clearing a blockage.

Impact crusher

How it works
A rotor with hammers strikes the material at high speed and throws it against impact plates. Reduction happens by shock, not by pressure.
Suited to
Clean concrete without rebar, brick, asphalt and soft limestone. It produces finer, more uniform grades directly, sometimes in a single pass.
Where it loses
Fast and expensive wear on abrasive input or anything containing metal. A single missed piece of rebar can destroy hammers and plates.
Metal tolerance
Sensitive. It needs magnetic separation or hand sorting upstream, otherwise the wear cost becomes prohibitive.

Cone crusher

How it works
A mobile cone rotates eccentrically inside a fixed mantle, compressing the material progressively over the full height of the chamber.
Suited to
A secondary or tertiary stage on hard rock that has already been pre-crushed. Very good at precise control of the grading curve.
Where it loses
It will not accept unsorted material or anything containing soil and metal. Higher investment and complexity, rarely justified on rubble.
Metal tolerance
Intolerant. It requires a clean, pre-crushed, metal-free flow.

Cubic, finely graded

In practice, large plants combine the types: jaws on the first step for coarse reduction and rebar tolerance, then impact or cone on the secondary step for a fine, cubic fraction. For a starting operation, a single jaw crusher covers the demand for fill and foundation aggregate, and the secondary step is added later, when volume justifies it.

06 / Operational flow · from rubble to usable aggregate

Five stations, a single operator, two revenue categories.

The rubble enters through the Hardox-lined hopper, the grizzly feeder sifts the fine fraction below the jaws directly onto the discharge belt, and the large fraction goes into the jaw chamber. The jaws' reversible bar allows the direction to be reversed for evacuation in case of a rebar jam.

After the jaws, the material transits on the main belt under the rebar-extraction electromagnet (when included in the configuration) and reaches the 0–63 mm stockpile, ready for loading into a truck or for mixing with other fractions.

What comes out of the crusher, and who buys it.

Out of the jaw chamber calibrated at 0–63 mm comes a single fraction that includes the fine portion. It is also written 0/63, and it is exactly the grade the construction market asks for most often for fills and foundations, for a simple technical reason: a mixture of sizes compacts better than a uniform grade, because the small particles fill the voids between the large ones.

The difference against quarry stone is not the shape, it is the origin. Recycled aggregate comes from crushed concrete and brick, so it has higher water absorption and lower resistance to wear than natural rock. For fills, platforms and non-structural foundations that difference is irrelevant and the client wins on price. For structural concrete or base layers on national roads, recycled concrete aggregate needs a declaration of performance and has to sit strictly inside the limits of the standard.

The practical rule we give clients: recycled crushed concrete sells at a consistent discount against the equivalent natural aggregate, and the demand comes from applications where the buyer pays for bearing capacity, not for a certificate. There you compete directly with the quarry and you win on price and on haulage distance.

Where it actually goes

Fills and platforms
Compacted fills under industrial platforms, warehouses, car parks and concreted yards. The simplest and most forgiving use of recycled aggregate, where the requirement is bearing capacity rather than appearance.
Non-structural foundations
A foundation layer under paving, footpaths, kerbs and pavements. It replaces natural ballast at a fraction of the cost, with no loss of performance on these applications.
Haul and site roads
Temporary access roads, manoeuvring platforms for heavy plant, haul roads in quarries and on site compounds. High consumption, moderate quality requirement.
Bases of agreed roads
Foundation layers on municipal and local roads, within the limits agreed by the designer. Here the recycled aggregate needs a declaration of performance and must sit inside the standard's limits on contaminants and grading.
Embankments and level raising
Raising levels, road embankments and site levelling before construction. The application with the lowest quality threshold and the largest volume absorbed per project.
Drainage and filter layers
Only for washed, fines-free grades produced by additional screening after crushing. The unscreened 0–63 fraction is not suitable for drainage because the fine portion clogs it.

09 / The decision · hire a crusher or buy one

Not everyone needs to buy a crusher. Here is when it makes no sense.

We sell crushers, so you have every right to read this section with suspicion. That is exactly why we write it: if we size it wrong and sell you a machine that stands idle, we lose a long-term client and win a single invoice. The real threshold is not company size, it is steady annual tonnage and how much you control the schedule of the work.

Under 10,000 t of rubble processed per year

Rent

At low volumes an owned crusher stands idle. The fixed cost of ownership, insurance, servicing and tied-up capital are not covered by the margin on a few thousand tonnes. Hiring a mobile crusher for campaigns of a few weeks, or subcontracting the crushing to an owner, stays cheaper.

Seasonal volume, concentrated in 2–3 campaigns a year

Rent or a crushing service

If the rubble arrives in peaks tied to a few large demolitions, you pay for the machine only while it produces. The real drawback is availability: in season, the crushers for hire in your area are already booked, and you do not control the calendar.

Over 20,000 t a year, steady flow

Buy

This is where ownership clearly wins. The machine works enough for the amortization per tonne to drop below the hire rate, and you gain control of the schedule. On top of that you own the asset and can hire it out yourself off-season, turning the machine into an extra revenue line.

You need mobility between your own sites

Buy

A tracked crusher of around 19 t moves on an ordinary trailer, without an abnormal-load permit in most cases. If you process directly on your own demolition sites, you eliminate hauling the rubble out and the aggregate back in, which is exactly the cost that kills the margin.

You want an environmental score in public tenders

Buy

Your own capacity to recover construction waste is simpler and more credible to demonstrate with equipment and a permit in the company's name than with a hire contract. For firms that systematically chase tenders with sustainability requirements, the owned asset is a bid-file argument.

The middle option few people consider: buy, and hire it out yourself off-season. A tracked mobile crusher is an easy asset to move, and demand for hire exceeds supply at peak season. In our experience, hire income over the slow months can cover a meaningful part of the annual cost of ownership.

What delays these projects is not the machine, it is the paperwork.

Victoria Unic had an advantage most companies do not have at the start: it was already fully authorized for construction waste management. That is why this project was measured in days of delivery rather than months of permitting.

If you are starting from zero, the order below is what matters. We have seen companies buy the machine first and then wait six months with it parked in the yard, because the platform was not sealed or the environmental file was incomplete.

Rules differ by country and change over time. Confirm the exact requirements with your environmental authority before committing to the investment.

    Classifying the waste under the right code
    Construction and demolition waste is coded under chapter 17 of the European list of waste: 17 01 01 for concrete, 17 01 02 for bricks, 17 01 07 for mixtures of concrete and brick free of hazardous substances, 17 09 04 for mixed construction waste. The code determines everything else: what you may accept, which permit you need and how you report.
  2. 02
    The environmental permit for the treatment activity
    Crushing rubble is a waste-treatment operation, so it falls under an environmental permit issued by the county environmental protection agency. The permit is granted for a site and an operation, not for a machine, and the application requires a description of the flow, the capacities, water management and the measures for dust and noise.
  3. 03
    The site and the platform
    The reception and stockpiling platform has to be sealed, with runoff management and a clear separation of the intake, processing and stockpile areas. This is the part companies most often underestimate, because it comes with groundworks entirely separate from the investment in the machine.

    Dust suppression as a condition of permitting
    Any crushing installation needs demonstrably functional dust suppression, typically water spraying at the discharge points and above the crushing chamber. Without that system the permit is not granted, or it is suspended at inspection.

    Records and reporting
    Quantities in and out are kept in the waste-management record and reported periodically. In practice you need weighing, or an accepted estimation method, plus consignment documents for transport. The record is also the basis on which you demonstrate your recovery rate when a client or an authority asks for it.

    Performance of the output aggregate
    If you sell the recycled aggregate for uses with a technical requirement, you enter the aggregate standards: EN 12620 for concrete and EN 13242 for hydraulically bound and unbound materials. They set limits on grading and contaminants and assume a declaration of performance from you as producer.

    On the occasion of this project, the UZINEX–Barford relationship evolved from a single supplier to an official distributor for the Romanian market. 13 / Bonus story · how the UZINEX–Barford partnership was born

What started as an offer for Huși turned into the national distribution of a British brand.

On the way from Victoria Unic's first request to the actual delivery, we collaborated intensively with Barford on the technical, commercial and logistical side. For them it was the first project with UZINEX; for us, the first Barford delivered in Romania.

After closing the project, we extended the discussion towards distribution on the Romanian market across their full range: crushers, screeners, mobile belts, secondary CDW equipment. The distribution agreement was signed in the following months.

For clients evaluating a mobile crusher in Romania today, that means direct access to the Barford portfolio through the UZINEX channel, with the intra-community delivery structure we proved on the Victoria Unic project. It's a lesson about how a good client opens new strategic channels for the whole chain.

The vocabulary of crusher and aggregate quotes.

The terms below appear constantly in spec sheets and aggregate listings, and are often used with no explanation at all. If you are evaluating your first investment in crushing, this is what you need to understand in order to compare two offers properly.

CDW
Construction and demolition waste. It appears constantly in environmental documentation and equipment offers, while in everyday site language people simply say rubble. It is coded under chapter 17 of the European list of waste.
Screen overflow
The coarse fraction left on the screen after sizing, that is, the material that refused to pass through the mesh. In sand and gravel pits it is an abundant by-product, often crushed further to produce crushed stone. The term describes where the material came from, not its quality.
Grizzly feeder
The vibrating feeder at the crusher inlet, fitted with spaced parallel bars. The bars let the fine fraction drop straight onto the discharge belt, bypassing the crushing chamber. The effect is twofold: usable capacity rises, because the jaws only work on what actually needs breaking, and wear drops.
Reversible jaw
The ability to reverse the oscillation direction of the moving jaw. It is used to clear a blockage when a piece of rebar or a foreign object jams in the chamber, without anyone reaching into the danger zone. On mixed rubble input it is a function that gets used often.
Gate fee
The charge collected at the gate for accepting waste onto the platform. It is the first of a recycler's two revenue streams: you are paid once for taking the rubble in, and again for selling the aggregate that comes out. That dual model is why recycling construction waste works economically.
0–63 mm grading
The grade with a maximum particle size of 63 mm and no lower limit, so it includes the fine portion. Also written 0/63. It is the standard fraction for fills and foundations, precisely because a mixture of sizes compacts well.
Bulk density
The mass per unit volume of the material as it sits in the pile, voids included. For rubble and 0–63 recycled aggregate the working range is around 1.4–1.8 tonnes per cubic metre, depending on composition and moisture. It is the figure that converts orders between cubic metres and tonnes.
Plug-in hybrid
The configuration that lets the machine run either from its own diesel generator or directly from a three-phase mains supply where a connection exists. On a fixed platform with mains power, the energy cost per tonne drops significantly against running on diesel.
Magnetic separator
An electromagnet mounted above the discharge belt, which pulls rebar out of the crushed material flow. It does two jobs: it cleans the aggregate so it is saleable, and it recovers scrap steel, which becomes a secondary revenue itself.

Why a jaw crusher and not an impact one for CDW recycling?

Jaw crushers are the baseline solution for the primary reduction of reinforced concrete and mixed rubble with rebar. The jaw system tolerates the presence of rebar without catastrophic wear of the active part, and the result is crushed aggregate, not pulverized. Impact crushers give a more uniform, more cubic grain, but are sensitive to metals and have higher wear costs on mixed input. For the Victoria Unic profile — demolition rubble with variable rebar — the Barford 750J RS jaw crusher is the correct choice on the first step. If the need arises for a finer, more cubic fraction, a secondary screener/crusher can be added downstream.

How does the VAT-free intra-community acquisition you used here work?

For goods bought from another EU member state by a Romanian legal entity registered for VAT and in the Register of Intra-Community Operators, the delivery is made without VAT on the EU supplier's invoice. The VAT is self-assessed in Romania through reverse charge, being simultaneously deductible — the cashflow effect is neutral, but with no actual cash outflow for VAT at the moment of purchase. For equipment over €150,000, that means cashflow freed of tens of thousands of euros until the refund. We structured the Barford 750J delivery through the company in the UZINEX group that was correctly registered for this scheme.

What volume of rubble do you need to process for a Barford 750J to be justified?

Conservatively, under realistic Romania 2026 assumptions with a gate fee of RON 30–50/t on rubble intake and a price of RON 25–40/t on recycled-aggregate sales, the economic threshold is somewhere at 20,000–30,000 t/year for a payback of between 18 and 24 months. Below 15,000 t/year, the payback exceeds 3 years and the simpler solution remains renting a mobile crusher from a third party for one-off campaigns. What can the 0–63 mm recycled aggregate produced by this crusher be sold for?

For recycled construction aggregates there are categories of use regulated at the European level through the SR EN 12620 and SR EN 13242 standards, transposed into Romanian law. The 0–63 mm fraction with magnetic separation is approved for: structured fills under industrial platforms, ballast for non-structural foundations, bases of technological and site roads, foundation layers on agreed municipal roads. For applications with a higher structural requirement (structural concrete or a base layer on national roads), the recycled aggregate must have a declaration of performance and comply with the exact limits of the standard on contaminants and grain size.

Why 50-day delivery when the other suppliers quoted 6–9 months?

The difference comes from access to the Barford production stock in Scotland. For equipment manufacturers with relatively small volumes, "built-to-order" delivery involves a production slot, material orders, assembly, testing — 4–8 months in total. Manufacturers do, however, keep a stock of popular configurations ready to ship. Through the UZINEX–Barford channel we were able to access this stock directly for the Victoria Unic client, shortening the delivery to intra-community transport plus customs preparation. 50 days is exceptional on the mobile-crusher segment from the UK to Romania.

How many operators and what qualification does a Barford 750J-type crusher need?

Operationally, a single operator is enough for the crusher itself. The automatic feed system with a level sensor regulates the speed of the grizzly feeder depending on the load in the jaw chamber, and the radio remote allows stop/start control from a distance. To this shift is added a front-loader operator to feed the hopper and organize the piles — a function that in many construction companies already exists. The qualification required is that of an earthmoving-equipment operator (ANRE/ITM authorization), with the specific Barford instruction covered at commissioning in under a day.

What exactly does the dust suppressor do and why is it important for the authorization?

The suppressor is the optional but operationally critical system we included in the Victoria Unic configuration. It sprays finely atomized water at the belt's discharge point and above the jaw chamber, suppressing the dust that rises during crushing.
