General framework of Uzinex deliveries

GW LASER TECHNOLOGY S.R.L., hereinafter Uzinex, delivers industrial equipment, technical components, spare parts, integrated production lines and turnkey solutions to clients in Romania, the European Union and, under certain conditions, to third countries. Delivery is an essential part of the contractual relationship, and Uzinex is committed to carrying it out with professionalism, punctuality and transparency, respecting the specific requirements of each project, including those dictated by public procurement procedures (SEAP/SICAP) and European funding (PNRR, POIM, POCU, Horizon Europe).

Geographic delivery area

  • Romania — national delivery in all counties, including mountain and isolated areas, with specialized local transport partners.
  • The European Union — delivery to all member states, in compliance with intra-Community customs regulations and VAT rules.
  • The Republic of Moldova — direct delivery with complete customs documentation, given our partnerships and projects in the region.
  • Non-EU states — delivery on request, with a preliminary assessment of export regulations, international sanctions and specific customs requirements.

Detailed delivery deadlines

  • Standard equipment from the technical catalogue: deadlines communicated individually, from 2 to 8 weeks depending on the availability of partner manufacturers and the complexity of the configuration.
  • Custom configurations (adapted to the client's specific requirements): between 8 and 16 weeks, including the design phase, validation of technical drawings and the actual production.
  • Complete integrated production lines (turnkey): between 12 and 24 weeks, comprising detailed design, manufacturing of components, assembly, FAT (Factory Acceptance Test) tests, transport, installation at the destination and SAT (Site Acceptance Test) tests.
  • Spare parts and consumables: fast delivery in 3-10 working days for items available at OEM partners.
  • Emergency service interventions: on-site dispatch within a maximum of 24 hours for critical situations under SLA contracts.

Incoterms 2020 — international commercial rules

Delivery is carried out according to the Incoterms 2020 rules, published by the International Chamber of Commerce (ICC). The ones most frequently used by Uzinex are: EXW (Ex Works) — the Buyer collects the goods from the Seller's location and assumes all transport costs and risks; FCA (Free Carrier) — the Seller delivers the goods to the carrier designated by the Buyer, at the agreed location; CPT (Carriage Paid To) — the Seller pays for transport to the destination, but the risks transfer on handover to the carrier; DAP (Delivered At Place) — the Seller delivers to the agreed destination, bearing all costs up to unloading; DDP (Delivered Duty Paid) — the Seller delivers to the destination, including customs clearance and payment of duties. The applicable Incoterms rule is specified explicitly in the contract or offer. For domestic deliveries, Uzinex recommends DAP or FCA, and for complex international deliveries, the choice is made individually depending on the logistical complexity.

Oversized and special-dimension transport

For heavy, bulky industrial equipment or equipment with dimensions exceeding the standard limits of road transport, Uzinex organizes oversized transport services through specialized partners. This type of transport includes: (1) obtaining special authorizations from CNAIR and local administrations; (2) route planning avoiding obstacles (low tunnels, weak bridges, narrow intersections); (3) road escort with pilot vehicles and, in some cases, traffic-police accompaniment; (4) specialized platforms and trailers (low-bed, extendable, modular); (5) full transport insurance (CARGO All Risks); (6) coordination with local authorities for any temporary restrictions; (7) cranes for loading and unloading at origin and destination. For intercontinental deliveries, we also coordinate sea transport (container, RoRo, break-bulk), air transport (for urgent, high-value components) or rail transport.

Packaging and protection for transport

  • Export packaging compliant with the ISPM-15 standards for international export (heat-treated, fumigated or industrially processed wood).
  • VCI (Volatile Corrosion Inhibitor) anti-corrosion protection for equipment sensitive to humidity.
  • Resistant polyethylene film and solid wooden crates for delicate equipment.
  • Appropriate marking with fragility labels, lifting direction, centre of gravity and specific warnings.
  • Complete transport documentation: packing list, conformity certificate, customs documents, certificates of origin, technical manuals.

Delivery costs

Transport costs are calculated individually for each project, depending on: the weight and volume of the equipment, the delivery distance, the chosen Incoterms rule, the type of transport (standard, oversized, air, sea), transport insurance, the necessary special authorizations, unloading at the destination and any additional services (for example, positioning in the final place, initial installation). All costs are communicated transparently in the commercial offer and broken down by category. For standard deliveries in Romania, the cost can be included in the equipment price (CIP Bucharest or another main city), on request. For EU-funded projects, delivery can be fully included in the project budget, according to the eligibility rules.

Quantitative and qualitative acceptance

  • On arrival of the equipment at the destination, the Client is obliged to check the integrity of the packaging and the number of packages against the packing list, in the presence of the carrier's representative.
  • Any quantitative non-conformity or visible damage must be recorded immediately in the transport document (CMR, consignment note) and notified to Uzinex within a maximum of 48 hours by email at info@uzinex.ro.
  • Qualitative acceptance is carried out after complete unpacking, by verifying the conformity of the equipment with the contractual specifications, including: serial numbers, codes, accessories, technical documentation, conformity certificates.
  • For complex equipment, commissioning tests and, where applicable, SAT (Site Acceptance Test) tests are carried out, in the presence of the Client's representative and Uzinex engineers.
  • The final acceptance report is signed by both parties and marks the moment the warranty is activated and operational responsibility is transferred to the Client.

Delivery delays and how they are managed

Uzinex makes all reasonable efforts to respect the delivery deadlines communicated. In exceptional situations where delays occur, whether from internal causes (manufacturer availability, production flow) or external causes (disruptions to the global supply chain, customs blockages, extreme weather, carrier strikes), Uzinex undertakes to: (1) proactively communicate the situation to the Client at least 5 working days before the initial deadline, where possible; (2) propose alternative solutions (partial delivery, equivalent equipment, warranty extension); (3) for EU-funded projects or strict contractual deadlines, cooperate with the contracting authority to find a solution that avoids the de-commitment of funding or the application of penalties. For delays attributable to Uzinex that exceed 30 days beyond the contractual deadline, the Client is entitled to penalties in accordance with the agreed contractual clauses, or to the termination of the contract with recovery of the amounts already paid.

Temporary storage at the destination

If, on the delivery date, the Client is not ready to receive the equipment (unfinished site, lack of access, insufficient space), Uzinex can provide temporary storage in insured warehouses, at an additional cost calculated per day, cubic metre and equipment category. This situation must be communicated in advance, and any costs are borne by the Client. Temporary storage does not affect the start of the warranty period, which is activated on the actual delivery.

Special and classified projects

For projects in the defence, security or nationally/NATO-classified sector, delivery follows specific procedures, with additional security measures: routes not announced publicly, armed escort (when necessary), security checks for the personnel involved, classified handling of documentation, handover only to authorized and vetted representatives. All conditions are agreed individually with the contracting authority or the end user, on the basis of the applicable legal framework.
