Collection and recycling center: plastic, tires, metals, WEEE.
Guide to the four material streams, with the equipment that changes for each one. The separation cascade explained step by step, why purity rather than tonnage determines the selling price, why volume is the biggest enemy of transport, and why the buyer must be found before the equipment is selected.
The equipment does not create value.
Purity and density do.
Your margin is the difference between the price at which you buy the waste and the price at which you sell the fraction, minus processing cost. The shredder alone does not increase this difference. It increases it by raising fraction purity, which can triple the price per ton, and by reducing volume, which lowers transport cost.
Raw material can arrive with a handling fee
This is one of the few production activities where someone may pay you to receive the raw material, especially for tires and waste that the generator is required to hand over. An authorized operator can charge at intake and earn again when selling the separated fraction.
You can start without shredding
The first investment that often pays back in a recycling center is the baler, not the shredder. You buy material, compact it, and sell it for more than you paid. You test the stream and the relationship with buyers before investing in processing.
Regulation is moving in one direction
Recycling targets are increasing, landfilling is becoming more expensive, and waste-generator obligations are becoming stricter. The investment is supported by a public-policy direction that is unlikely to reverse. Circular economy is also one of the best-funded themes.
Find the buyer first
The buyer tells you what purity is required, what format the material must have, and the minimum quantity they will take. These three data points determine the entire equipment configuration. Anyone who buys the shredder first may end up shredding material into stock without knowing whether it can be sold.
Four materials,
four different businesses.
Metals have the most liquid market, plastic requires the best separation, tires have the most difficult logistics, and WEEE has the highest value per ton and the strictest requirements. Do not start with all four. Choose one for which you have both raw material and a buyer.
What you buy
depends on the material you process.
The other guides in this series are structured by investment level. Here the structure is by material, because a tire shredder and a plastic shredder are not the same machine with a different label. Read the limits of each stream as well. They determine whether the business is viable.
- Scrap Metal Shredder ZY-S, 800–3000 kg/h, Cr12MoV blades
- Hammer Metal Shredder ZY-HC
- Recycling Metal Crusher WCD-800–2200, cubic particles
- Vertical Metal Recycling Crusher LCP-1000–1800
- Vertical Hammer Shredder ZY-VC, aluminum 800–3000 kg/h
- Horizontal scrap metal hammer crusher
- Metal Baling Press
- Eddy Current Separator, non-ferrous metals
- Metal prices fluctuate strongly. The margin is made on the spread, and a price drop can leave you holding stock bought at a high price.
- The material is heavy and abrasive. Hammers and wear plates are a significant recurring cost, not a negligible consumable.
- Competition is the highest among the four streams because this is also the easiest one to enter.
Purity determines price,
not tonnage.
The same material sells at completely different values depending on how clean it is. Mixed material is sold at disposal value. Sorted material is accepted by recyclers at market price. At 99% purity, it can go directly into production and obtain the highest price.
The most important investment decision follows from this: one additional separation stage usually pays back faster than a capacity increase. More mixed material only means more waste moved.
Separation cascade,
step by step.
Each stage removes a fraction based on a different physical property: size, magnetism, conductivity, weight, density, electric charge. The order is not arbitrary. The magnetic separator is placed early also because it protects downstream equipment.
You do not need all six. You need as many stages as required by the purity you promised the buyer. This discussion must happen before ordering anything.
What happens exactly
from intake to delivery.
By size, with a rotary screen: removes fines and oversize material so the next stages receive uniform material.
By magnetism, with a magnetic separator: removes ferrous metals. It is the first stage in almost any stream because it also protects downstream equipment.
By conductivity, with eddy currents: removes non-ferrous metals, aluminum and copper. This is where the highest recovered value per ton is found in mixed streams.
By weight, with an air separator: separates the light fraction, films and dust, from the heavy fraction. By density, with a gravity separator, for materials with similar densities.
By electric charge, with an electrostatic separator: separates conductors from non-conductors, such as copper from plastic in cables and metals from electronic boards, at purities above 99%.
In bulk,
you transport more air than material.
Waste is bulky and light, while truck cost is driven by volume, not mass. Shredding, baling and granulation reduce volume several times for the same quantity of material, directly lowering logistics cost per ton sold.
This is why the first investment that often pays back in a recycling center is the baler, not the shredder. It is also why granulation is the largest value increase for plastic. The material moves from the waste category to the product category.
Four material sources,
with very different quality.
The cleaner the material enters, the fewer separation stages you need and therefore the lower the investment. This is why the way you source material is a technological decision.
Production scrap from companies
The best type of supply: clean, predictable in quantity, always in the same format. It requires the least separation effort and can be contracted long term.
Purchasing from households and collectors
Large volume, variable quality, payment on the spot. Requires a scale, records, and permanent working capital available.
Building managers and retail
Cardboard, film, packaging. Medium but constant quantities, with collection logistics that you must organize.
Tenders from sanitation operators
Large quantities at tender prices, with mixed and contaminated material. This source should be approached only when you have real separation capacity.
What must be prepared
before the equipment.
In recycling, two areas must be resolved before any order: authorization, which depends on the waste code you manage, and storage space, which usually exceeds the production space.
Platform and storage
Concrete surface with controlled drainage, plus a hall or canopy for material that cannot be exposed to rain. Storage space usually exceeds production space because material arrives unevenly and accumulates until there is enough to justify starting the line.
Energy
Shredders have high peak consumption at startup and with hard material. The connection is sized with a margin above installed consumption, and cascade startup of line equipment is planned from the design stage.
Dust, with everything it involves
Dust collector sized for the equipment operating at the same time. For some materials, dust is flammable, so explosion-protection requirements also apply. These are clarified based on the material you process.
Scale and batch records
Weigh at intake and at output. Without these two figures, you cannot calculate real yield, pay suppliers correctly, or report. Batch records are also the only proof in case of a quality complaint.
Wear parts in stock
Knives, hammers, discharge screens, wear plates. These are the recurring costs that determine profitability, and a shredder stopped because a set of knives is unavailable blocks the entire downstream flow.
Authorization before equipment
Waste collection and treatment are regulated, and the regime differs by waste code. For WEEE and hazardous waste, the requirements are much stricter. Clarify them with the county environmental agency before ordering.
Guidance only, not legal or environmental advice. The authorization regime depends on waste codes, site and volume, and must be checked with the competent authority before the investment decision.
Ten mistakes,
and the first contains all the others.
The order of decisions is what matters in recycling: buyer, then raw material, then authorization, then equipment. Reverse that order and any of the other nine mistakes becomes inevitable.
You buy the shredder, then look for someone to sell you waste and someone to buy your product. The correct order is exactly the opposite.
You invest in capacity instead of separation stages, then produce a large quantity of mixed material that sells as waste.
You do not budget for the non-recoverable residue, so you pay too much for raw material and then wonder where the margin went.
You skip manual sorting at intake and break knives worth several thousand lei on a piece of metal.
You shred finer than the next stage requires, paying for energy and knives for no reason.
You do not have an offtake agreement, so you work on the spot market and a price drop catches you with stock bought at a high price.
You omit the dust collector, then replace bearings, clean electrical cabinets and create a health problem in the workshop.
You do not clarify authorization before ordering, especially for WEEE, where the requirements are the strictest.
You do not weigh at intake and output, so you do not know the real yield of any stream.
You do not keep wear parts in stock, and a missing set of knives stops the entire flow for days.

The buyer before the equipment
- Identify two or three real buyers and find out what purity, format and minimum quantity they require.
- Check supply sources in the area and estimate realistic monthly tonnage.
- Calculate the spread: how much you pay per ton of waste and how much you receive for the sold fraction.
Clarifying the legal regime
- Discuss with the county environmental agency the waste codes you want to handle.
- Decide whether you enter simple streams, plastic or metal, or WEEE, with much stricter requirements.
- Prepare the required documentation before ordering equipment, not after.
Configuring the stream
- Choose the starting stream and receive the shredding configuration plus the separation stages required by the target purity.
- Select the compaction solution: baling for transport or granulation for finished product.
- Submit the leasing application or check eligibility for circular-economy programs.
Preparing the site
- Platform, covered storage, electrical connection with reserve capacity, dust collector, scale.
- Set up the manual sorting conveyor and workstations.
- Recruit and train personnel, including safety for shredding equipment.
First tons sold
- Commissioning, adjustment of screens and separation stages using your actual material.
- Test batch with measurement of fraction yields and achieved purity.
- First delivery accepted by the buyer, with complete batch records.
Circular economy is
among the best-funded themes.
In addition to leasing with down payment from 0% and approval within 48 hours, non-repayable programs are worth checking. Recycling is well covered, with aid intensities that can completely change the investment calculation. We prepare the technical file for both options.
