and who receives the funding.
e-DRIVE is a state aid and de minimis scheme financed by the Modernisation Fund and administered by the Ministry of Transport and Infrastructure. It funds companies for replacing internal-combustion vehicles with new 100% battery-electric vehicles. The budget is 56,9 million €: 15 million € for SMEs under Measure 1 and 41,9 million € for passenger transport operators under Measure 2.
Under Measure 1, you receive the vehicle price excluding VAT, up to 30.000 € for a passenger car, while a single undertaking may accumulate 300.000 € over 3 years. The key condition is that the company has owned the vehicle being replaced for at least one year, scraps it within 60 days, and keeps the electric vehicle for 5 years.
The scheme was extended to the fleets of all enterprises by OMTI no. 742/2026, published on 11 August 2026, and is valid until 31 December 2028. The applicant guide sets the submission schedule.

Six rules that
we check before starting.
The old car, at least one year on the company
You replace an internal-combustion vehicle owned for at least 12 months, with valid ITP (roadworthiness test) and RCA (third-party insurance). You scrap it within 60 days of receiving the electric one and get a certificate of destruction. Selling it is not an option.
The order comes after submission
The investment starts after the application is submitted. A firm order or a contract signed before that makes the expenditure ineligible. Price quotations can be requested at any time.
Two price quotations
The application requires at least two quotations for the electric vehicle. A model assembled in the European Union brings 20 extra points under Measure 1.
VAT stays with you
The price excluding VAT is funded. You pay the VAT and deduct it under the company's usual rules.
Solvency
The ratio between debt and equity must be below 7,5. We check the figure in the latest balance sheet before starting the analysis.
Five years with the vehicle in the company
The vehicle stays owned by the company and in use for at least 5 years after the project is completed.
e-DRIVE opportunity analysis,
ready for submission.
The funding application is submitted together with a technical-economic document supporting the feasibility and sustainability of the investment. The scheme defines its content: the existing situation, at least two independent scenarios, cost-effectiveness analysis including CO2 emission reduction, and climate-change resilience. Without it, the application is rejected from the outset.
We prepare it using your company data: kilometres travelled, actual consumption, and prices from the quotations received. Each calculation includes its source so the evaluator can reproduce it.
- Current situation of the fleet and justification of the investment
- Two independent technical-economic scenarios, compared figure by figure
- Total cost of ownership over 5 years: purchase, fuel or energy, maintenance, taxes
- Annual savings on fuel and maintenance, based on your company's real mileage
- Reduction of greenhouse gas emissions, in tonnes of CO2 per year, using the prescribed emission factors
- Cost-effectiveness analysis: lei invested per tonne of CO2 avoided
- Economic, social and environmental impact; resilience to climate change
- Conclusion on the feasibility and sustainability of the investment
Editable document (Word) and PDF, structured on the chapters required by the scheme, with the sources of every calculation.
Analysis, funding application, de minimis and DNSH declarations, annexes and submission. Price by quotation, depending on the number of vehicles.
